Remove `title` in issue templates #420

What needs to be done?

Following https://github.com/UCL-ARC/python-tooling/pull/306 (and #297), I've noticed that title is optional anyway. I think we should remove the field altogether, as we might unintentionally get issues with duplicate (default) names.
