Fix test_surrogate_workflow #395

This test has been temporarily disabled. It seems to suffer from the same pandas issue that affects #393 .

@wedeling This test has the same cryptic error, but this one may seem more fundamental to the core use of EasyVVUQ. Are you familiar with this one by any chance?
