Add tests for `mirsg.infrastructure.tomcat` role

• remove tasks and variables to install Java as part of the Tomcat role - mirsg.infrastructure.install_java should be used for this
• add molecule config for testing the Tomcat role. Installation of Tomcat 9 and 10 is tested on CentOS 7 and Rocky 9.
• add workflow to run tests in CI
• use mirsg.infrastructure.install_java in the playbook mirsg.infrastructure.install_xnat before installing Tomcat
