Add instance scheduler

• Automatically stop EC2 and RDS instance according to a cron schedule
• The default is to stop the instances every day at 18:00

Fixes #84

Requires the ability to create new IAM roles to enable the Lambda functions, which I'm currently missing on the AWS playpen account.
