Create a Testing mode in the Slicelet - using mocked OpenIGTLink data #11

Currently, unless we are actually running in the Mock OR, there is no way to fully test the software's functionality, either in standard Slicer or using a Slicelet.

If we had a mock OpenIGTLink source that is sending in fake/prerecorded data, this would allow the software to be tested in isolation, and could be implemented into the CI pipeline.

I haven't tried it myself but there seems to be a barebone OpenIGTLink simulator here:
