Missing fragments on citing work pages #325

Describe the bug While working on the entry for Gavius Bassus, we found that some fragments do not appear when ‘citing work’ is selected; removing and adding identifications causes fragments to be renumbered but does not seem to solve the problem.

Note: this issue appears on the production database, but not preprod

Steps to reproduce:

navigate to Gavius Bassus: https://www.ucl.ac.uk/history/frrant/antiquarian/27/
Note the fragments listed under De origine uerborum et uocabulorum
Visiting the work page only 3 out of the 5 fragments appear
