Inline Bibliography form doesn't use rich text editor for title if returned with errors

Steps to reproduce:

On /bibliography/ click 'Create new'
Enter a title and nothing else, then click 'Create'
Form gets returned because of missing data, but this time without the rich text editor for the Title field
Also, Create new button reappears prematurely
