I think we should re-visit at some point whether we want to update the 2 and 1.3 below - indicating the effect of hiv on non-AIDS death rates.

if onart ne 1 then ac_death_rate = 2 * ac_death_rate;
if onart =1 then ac_death_rate = 1.3 * ac_death_rate;

There are a number of changes to parameters needed to match with SA death rates - we need to consider if any of these should be in the Core program. The above is just one example.
