Replacing MIHPSA options and self-testing code in core #284

The MIHPSA options code and self-testing sections have been removed from core so this PR is putting them back in. It would be good to go through it together and double check if any other recent changes are missing. Thanks.

I checked your branch against the branch I used to insert the self-testing code and this looks identical as regards the self-testing code so I think it is OK but happy for us to discuss together.
