A function which includes all polygons within a specified radius as shading blocks. Code exists in old versions of Simstock for this but we need to avoid using geopandas in the plugin as it is not packaged in most versions of QGIS.

[x] Specify shading buffer radius in config.json file
[x] Check whether entire BIs are included as shading even if only one of their polygons falls within the buffer?
Checked - this is not the case. Only the single polygons are included, but they are left missing the walls which are supposed to be shared with another (excluded) polygon.
[x] Buildings which are attached by only shading blocks do not need to be considered as one BI?
