Added 'Impact Statement' environment #10

UCL theses now require an Impact Statement, following the Abstract: https://www.ucl.ac.uk/students/exams-and-assessments/research-assessments/format-bind-and-submit-your-thesis-general-guidance

Minor fix adds an 'impactstatement' environment, with content description in the environment implementation.

Thanks for this, I don't monitor that page and wouldn't have noticed until the next time I went to look up some finicky detail. And, sorry for the delay, for some reason I either didn't get or forgot about the notification for this PR. I'll see what's making the tests fail, look it over, and see if I can merge it.

No problem, I think the impact statement is a new UCL requirement now, but luckily as you can see it's a small and simple addition. I did it for my thesis and thought I'd add it here as well.

I'm afraid I can't help much with the build failing though, I haven't a clue why it's failing.

BTW, thanks for this repo, it's saved me A LOT of time!

Okay, this looks all good. I'm going to add a note explaining where that text came from, though. The test failure seems to be nothing to do with this, and I've turned off tests again for the moment in any case (installing LaTeX in the test environment takes forever now).
