Spec: ~/stories/ ImpactNumbersCarousel.spec.js

Notes:

Created ImpactNumbersCarousel.vue based on the version of the file in the main branch.

• component was swapped for [Carousel](https://ismail9k.github.io/vue3-carousel/examples.html#custom-navigation) component from vue-carousel and styles were updated accordingly.

Also created a cypress and storybook file.
