feat: APPS-2556 Convert BlockHours to vue3

Spec: ~/stories/BlockHours.spec.js

Notes:

• If multiple BlockHours components are loaded on a single page, they will set their height to the size of the last loaded BlockHours component due to them all subscribing to the message event and using it to set their height.
• I tried fixing this with a ref but it did not work, I suspect because the iframes all have the same ref value in a script setup configuration.
• To workaround this issue, we now loop through the iframes on the page and change the height for the iframe with the matching source.
