Definition of Done / Acceptance Criteria

[ ] Only need a single pixl populate command to add messages to a queue and start consuming them
[ ] Command line flag exists in pixl populate to prevent pixl start

[ ] update the CLI docs to explain the behaviour of pixl populate
[ ] describe the new pixl populate argument that prevents start from running

In normal use the operator is always going to run pixl start after pixl populate so should we combine these operations?
