feat: remove state #372

remove statefile and references to it
make sure rabbitmq queues are durable (stateful)
publish persistent messages

Failure I was getting was due to missing half of the .secrets.env file that was added in #371 , fixed now and I also added those lines to the test .secrets.env Lastpass note.
