User Story 7 - Manage User Accounts and Roles (Admin)

Story:

As an Admin, I want to create new user accounts and assign roles, so I can manage who has access to the system and what they can do.

Acceptance Criteria:

• The admin can create new accounts with a username, email, password, and role (User, Manager, Admin).
• The admin can update roles and delete accounts.
• Users receive email notifications when their accounts are created or updated.
