Theme the site to conform to the UCSB Identity #2

Campus website are encouraged to theme according to the UCSB Visual Identity guidelines.

Probably simplest way to do so would be to use Logan's UCSB Bootstrap Theme

I did some basic theming and it works but it doesn't look great yet so I'll keep this issue open and work on it more later. https://ucsbcarpentry.github.io

Hi @apandas Look at this old old issue we have. I had forgotten that we aspired way back in 2019 to improve the site theme.
