The solution was to hack at Omeka source -- background process logic does not account for windows paths.
I see. Thanks for reporting this. I will at least amend our documentation to note that the plugin is incompatible with Windows (unless this hack is applied to the Omeka core). For future versions I will look into ways to make it work consistently on all platforms.
It looks like Omeka is working on it.
UCR is still having troubles.
We are still experiencing errors with NuxeoLink as I cannot get any objects to transfer from Nuxeo into Omeka.
Error message “There was a problem importing your Nuxeo documents. Please check your Nuxeo URL settings.” And I received one other error message on the first attempt dealing with PHP again (I didn’t copy it and now can’t replicate it).
Other times I get this message, “Your Nuxeo documents are now being imported. You will recieve an email when your import is complete. This process may take a few minutes. You may continue to work while the photos are imported in the background. You may notice some strange behavior while the photos are uploading, but it will all be over soon,” but nothing ever is imported into Omeka.

We have a user with a windows install of Omeka with NuxeoLink who is having a hard time setting the PHP path. Here is what they are currently seeing:
