Issue: Invalid WAI-ARIA role, state or property

Description: All other 27k pages in this issue are from the new DAMS, where I've opened a ticket to deal with the problem. It's caused by one of the modules, Blacklight, having an invalid aria-labelledby in a modal window. DAMS issue here.

This also causes the "Aria-labelledby" has incorrect (ID) reference error

Now in code review. Its a super minor change, so should be pushed to production soon-ish

Calling this one done too, because its Friday, the change is minor, and we got other things to do :)
