Folder should be YouTubeImport #1

For all the names to match up for Omeka to read it, top folder should be YouTubeImport to match the plugin name YouTubeImportPlugin.php

Or, maybe easier to go the other way, and rename the plugin to match: YoutubeImportPlugin.php That seems to match the existing controllers better.
