Admin dashboard: change default when clicking 'collections' to All Collections #476

Descriptive Summary

This is a minor, issue but a number of staff have requested that we change the default when clicking to view collections (under repository contents in the sidebar) from Your Collections to All Collections.

Acceptance Criteria

This is what done looks like:

[ ] When clicking collections on the dashboard, admin user is directed to All Collections tab.
