Image derivatives not created in sandbox #560

When importing using bulkrax, images attached via cloud files do not display. Audio files are working, so this issue appears to be limited to creating and displaying image derivatives. I don't know if the issue would exist in production or not.

A test with filesets: Importer, work with image fileset, work with audio fileset, image from fileset

The thumbnail appears for the individual image in the fileset, but the image displaying in the UV has an error. Loading those images in firefox produces img alt text of "The image “https://digitalcollections-image.library.ucsc.edu/staging/iiif/2/mc_87_pq_26_3/full/800,/0/default.jpg” cannot be displayed because it contains errors."
