It looks like the options for Rights statements are coming from the Europeana collections rights site. Could we change that to the rightsstatements.org site (http://rightsstatements.org/page/1.0/?language=en). They have uri's for each statement.

The rights statements are in a text file in this repository at /config/authorities/license.yml. I updated this file with the rightsstatement.org statements and URLs. This will take effect on the live site next time I apply updates (later today). If we want any other very simple ad-hoc local controlled vocabularies, they can be created using text files like this one in the /config/authorities folder.
