MVP: Prepare DAMS disaster recovery/business continuance plan

Descriptive summary

Following the fires in 2020 and the more recent issue with Telecomms Infrastructure Upgrade project team needing to shut off power to servers in the Library, we've realized that there's a need to develop a plan of action for when similar issues arise in the future.

Drafting this plan will require conversation and consultation with DAMS stakeholders as well as possibly others in the Library (e.g. Operations) and Library-ITS or ITS.

Acceptance criteria

Done means:

• [ ] Plan has been developed and drafted
• [ ] Stakeholders have been consulted and had an opportunity to review
• [ ] Implement test and operations of the DR/BC Plan.

This effort will follow the Planning of the Re-architecture of the DAMS stake. Perhaps Dec 2023 can be a window for completing the plan.
