Time Tracking: MA-84

This is complete when:

[x] Osler added to parking API
[x] Testing PASS in QA
[x] Osler deployed in PROD (inactive)
[ ] Osler UAT PASS (RMP)
[ ] Osler activated in PROD

It seems like Osler does have real time data update, but it's weird that sometimes Osler will not appear in the list of parking structures. Video Demo here. The parking card with Osler data look like: QA build version no.2168

Issue above resolved and passed testing in QA. Ready to deploy.
