CI/CD: Publish build artifacts to CMS QA

This is done when:

• [ ] QA CI builds publish build artifacts to Mobile CMS QA

Blocker:

• Cascade REST API does not provide a way to upload a file from a local or remote source. Text files must be re-generated and properly escaped. Some image filetypes can be created by decompiling the files into a bitmap data array.

File regeneration, especially of non-text files, is generally a bad idea and will result in not-exact copies, leading to false positives or other errors, resulting in lost time and an un-deliverable product.

Cascade responded and offers no programmatic capability for single or bulk file upload from a local or remote source.

File regeneration via raw byte array file data is the only option available. This is not a best practice, and we will not be moving forward at this time.
