Things I did when debugging the CCS issue:
Expanded the stack size of all the threads
Expanded the size of all the queues
Changed the filter of the CAN network
Commented out all of the code in HAL_CAN_RxCpltCallback except for LED toggles
HAL_CAN_RxCpltCallback
Eventually, simply downgrading the OS of the CCS from 1.16 to 1.12 (Same as the driver controls) allowed it to work.
