Created the skeleton code and instructions for the embedded recruit training Fixed issues STF-34, STF-35, STF-36

Can we move this to Development-Resources/RecruitTraining? Jayden's also putting the telemetry training there too.

Is this supposed to come with a MakeFile? I can't build it with CubeMx2MakeFile. Makefiles are defaultly ignored, so you may have to force add it.
