The first step in attaching a COL Feature to RedLine.

This includes:

Enhanced RSB for COL Feature attachments
New draggable card design
- Being able to drag the card to the page to drop the attachment pin.
Being able to add, edit, and delete the COL resource from directly in RedLine.
Viewing resource details from the drawing menu.

This is nearly complete, the only thing left from the mockup to be implemented is the zoom slider and dropdown's functionality.
