Implementation of websockets into redline for live updating between users on the same page.

Permissions in general are complete. Permissions for redline in particular are also complete.

The Node server is finished. The remaining feature on the RedLine side is a toggle for a collaboration mode.

Some changes are being made to help support multiple COL features that would utilize websockets.
