Fetch data #86

Changes to make python baus.py -c --mode fetch_data work mostly.

It still does not succeed because the following resources do not allow everyone to perform s3:GetObject: bucket: bayarea_urbansim, key: data/2015_09_01_bayarea_v3.h5 bucket: bayarea_urbansim, key: data/2015_08_29_costar.csv

The changes look fine - I will merge shortly. Sorry that it still doesn't run - the data is still private, but hopefully we will release it soon.
