Instead of passing around a config_dir argument, load configuration from these filenames, in increasing precedence:
- ~/.spandex/user.cfg
- SPANDEX_CFG environment variable
- config_filename argument, if provided
Remove data_dir argument, which is now handled by DataLoader config.
Update notebook examples to use configuration rather than hard-coded connection strings.
