Initial test data #39

Initial data- 3 shapefiles- for testing. 'heather_farms' is the parcel data. 'hf_water' can be used for testing proportion_overlap and slice. 'hf_bg' can be used to test tag. The parcel shapefile has a different projection from the other two so can be used for testing reprojection.
