At Whipping 2024, the first three draw votes at any board were secret (pass/fail), but after that they were open (everyone knew who voted for and against). Would be good to support that (doing so would require the TD to actually enter all draw votes, but I imagine TDs are likely to either enter all draw votes, just ones that pass, or none anyway). It's just a secret vote limit attribute to go with the existing secrecy attribute.
