Issue 124 port 2016 changes to 2017 #125

This PR ports changes done to 2016 production branch to 2017 master branch. The commits should be self-explanatory.

Changes include:

Fix a bug with electron and muon isolation for lepMVA calculations
Bug fixes to tZqID and addition of extra electron variables to monitor supercluster cuts.
Addition of mva-wp90-noIso for ele ID
Fixing a bug with eInverseMinusPInverse cut on tZqID and making this cut fully configurable in python configs

This has been sitting here for a long time now. The changes were tried/tested in production branches before. We already merged the 2016 version which has the same changes. I'm merging this to move the development forward.
