Issue: ADM2 / ADM3 contains duplicate P-Codes for conflict areas.

(Note that Lebanon plans to update the COD-AB this year.)

I asked OCHA Lebanon today (24 July) whether they have received the new government data they anticipate. We will not update the P-code issue until we can make a general update.
