Issue: ADM4 has 14043 features as it's supposed to, but thousands of these are duplicates and it's missing thousands of other areas. This only occurs when using GDAL / OGR to access the data, QGIS appears to load the data in normally. This may suggest a query threshold somewhere in ArcGIS is not set high enough.
