Mobile View: Popup needs to be "uncollapsed" and "docked" #17

Describe the bug Currently, the popups show up by default as "collapsed," where only the popup-title is showing. Clicking on the title expands the content, but I think it should be expanded by default.

Also, after generating a report and returning to the interactive map page, the popups "un-docked" from the bottom of the screen and started floating around screen instead. Can you force them to stay docked always in mobile-view?
