Takes care of my edits from Mike H for Issue #33 Also updates to ESRI JS 4.15

[x] DB Content Panel, 2nd paragraph: Users can access full data reports for individual hazards by clicking on the report link in the pop-up window.
[ ] The custom area of interest tool flickers (and I can't see it while I'm drawing)
[x] Disclaimer Panel, 3rd paragraph: Alignment is odd at beginning/end of paragraph
[x] Report Generator panel: The period at the end of Generate a Report of the Current Map Extent came back (it needs to go away)

[ ] Scale/date covers the docked popup in mobile. Popup needs to be on top of scale/date

The z-index of 1 still shows it as on top of the popups for me.
