Toggle data layers from hazards-list in Mapped Areas popups #50

I think it would be helpful to be able to toggle the hazards on/off from the list shown in the "Mapped Areas" popups. I think it would be helpful because the Mapped Areas polygons are the first thing to show up, and when you click around on the map to see what hazards are available, it would be nice to just toggle them from those popups instead of trying to find it in the legend.
