Add date/time

Add current date and time to the cover page when the report is generated, based on Report Summary text:

This report represents geologic hazard data extracted from the Utah Geologic Hazards Database of current geologic hazard mapping by the UGS for part of Utah and from other sources at the date and time indicated on the cover page.

Need to know which is preferred:

• [x] Current date+time of the browser, localized to the timezone of the browser
• [ ] Something more universal like UTC, which would be the same no matter where you are in the world
