Create i2s_ctrl component #15

A simple task list of issues for creating the i2s_ctrl component that will most likely grow as I work on the component.

[ ] figure out proper i2s_ctrl component location
[ ] all necessary signals, constants, wires, regs set up
[ ] synthesis achieved
[ ] feature tested in GHDL
[ ] feature pushed to master

FPGA team is now at a point where we can begin integrating the files from SerialIP.zip, such as personal_RX, personal_TX, and Serialeffects.vhd I2S files into our project!
