Allow shrubs to be placed in plant pots, similar to saplings and flowers.
Additional context
Vanilla 2-tall flowers can't be placed in plant pots, but their textures are designed to attach to a full grass blocks. Shrubs have a stem that would fit in a plant pot. It would look pretty good.
The texture would need to be centered though. Some of the shrubs are offset and don't attach in the middle.
