X axis - number of ticks displayed #122

Graphs display all X ticks. On line charts, where the X axis is in years, there should be a maximum number of ticks displayed to avoid issues like this (from producing-education/#/appropriations) screen shot 2016-09-12 at 3 30 02 pm
