Gridlines not being spread out evenly #155

Not so sure if I had reported this or not but for Financial-Aid/Financial Need, the second graph looks like this (also when you hover over, a horizontal line appears): screen shot 2016-12-02 at 1 57 35 pm

@vivhou So, some guidelines for opening issues:

1.) Try not to duplicate issues, each issue should be one specific problem, so in this case the fact that the gridlines are being clumped is a problem, but it's a duplicate of issue #140

2.) Issues should be about one thing, not a series of things. So the clumped gridlines and horizontal line are separate issues (the horizontal line, turns out, is a c3 feature, not a bug, but it'd be nice to disable).

I'll close and reopen some tickets to show you what I mean.
