Multiline x-labels colliding into each other #174

When x-axis labels are multiple lines, increasing the height of the chart does not solve the issue but rather the width of the x-axis label area should be increased (or the spacing between the multiple lines should be decreased), to avoid labels colliding into each other. See 06_0070.json in after-college/variation-in-earnings: screen shot 2016-12-21 at 11 43 11 am

Increasing chart height (open ticket #164 ) should solve this issue, since deeper bars gives more room for multi line labels. I'd rather not increase the left margin, since it'd end up being awkwardly wide (and for small multiples would dominate the graph)
