Dual axis producing $0 (0%)

When entering values such as "1000 (.01)", and adding dual_$_% in data.labels.format, this produces $0 (0%). Did I follow the documentation incorrectly? The example is prices-and-expenses/room-and-board 03_0010.json:

The value should just be 1000, which dual$% will convert to 1000 1% for stacked bars
