Tooltip not showing "k" consistently for decimal values #180

When hovering, the values are supposed to show $4.5K but instead show $4.5 Values with no decimals such as $10k work however. An example is from student-profiles/upper-income-dependent-students, 07_0190.json screen shot 2016-12-29 at 10 36 20 am

This works for the graph after though 07_0020.json so this does not seem to be a consistent issue.

figured it out: the numbers are actually not in thousands which is why this is happening, but they shouldn't be that small...
