Toggle not appearing in Safari (v7) and IE (11.0.96) #193

When the legend is more than one line (regardless if its a bar or line chart), the toggle does not appear. Example below is from student-profiles 07_0030.json screen shot 2017-01-10 at 2 46 24 pm

I can't replicate this error at all.

However, like #194 , I believe this was being caused by the error thrown by #195

Should be closed by c20d5dc0ea991834277c5f0cceabd582089249b7

@vivhou please confirm in both browsers

looks good on IE, will try on Safari tonight!
