Safari and IE issue: data labels #195

The data point for each category in the series appears regardless of the height of the series in the bar, it also seems to appear above the actual category, again in student-profiles 07_0030.json screen shot 2017-01-10 at 2 46 24 pm

@vivhou please confirm in both browsers (I don't have Safari 7 access)

Issue seems to have been that both Safari and IE do not support the .children() method on SVG nodes. Replaced with the similar .childNodes()
